Услови за учество
Способност за вршење на стручната дејност:

• Certificate of registered activity (DRD form)

• License for performing energy activities – trade in crude oil, oil derivatives, biofuels and fuels for transport issued by the Energy Regulatory Commission.

The contracting authority excludes the economic operator from the procurement application procedure if it determines that the economic operator or any person who is a member of the administrative or supervisory body of the economic operator or who has the authority to represent or make a decision or supervise him, in the last five years has been sentenced to a final court verdict for a committed criminal offense that has elements of the following criminal offenses established in the Criminal Code:

-participatory criminal association,

-corruption,

- tax and contribution evasion,

- terrorism or criminal acts related to terrorist activities,

-money laundering and terrorist financing

- abuse of child labor and human trafficking.

2.2.2 The contracting authority excludes the economic operator from the procurement application procedure:

• who has unpaid taxes, contributions or other duties, except for those who have been approved for deferred payment of taxes, contributions or other public duties in accordance with special regulations and pays them regularly;

• who is in bankruptcy or liquidation proceedings;

• who has been sentenced to a ban on participating in public tender procedures, awarding public procurement contracts and public private partnership contracts;

• who has been sentenced to a temporary or permanent ban on completion of separate activity;

• who has been sentenced to a misdemeanor sanction prohibiting the completion of a profession, activity or duty, i.e. a temporary prohibition of the completion of certain activities or

• who provides false data and does not submit the data required by the contracting authority.

Економска и финансиска состојба:

Statement of the overall income of the enterprise (data from the income statement issued by a competent authority, i.e. audited income statement) for the last 3 (three) financial years for which such information is available, depending on the date on which the enterprise was founded or started with work and subject to the availability of such information.

Минимално ниво(а) на стандарди:

Minimum annual income of MKD 15,000,000.00 in the last three years (2020, 2021 and 2022).

Техничка и професионална способност:

• Description of the technical personnel and technical authorities that will participate in the execution of the public procurement, especially those that will be involved in the performance of obligations, regardless of whether they are employed by the economic operator or not.

• Description of the educational and professional qualifications of the contractor or his management staff.

• Statement that the economic operator has at least 2 (two) tanker trucks - specialized vehicles that transport fuel oil - extra light (EL-1) and which are equipped with a meter to determine the exact amount of fuel unloaded.

Минимално ниво(а) на стандарди:

• The economic operator has employees or hires:

o A minimum of 2 (two) technical persons (drivers) in charge of fuel delivery who possess an ADR management certificate.

• The economic operator must have Equipment for the execution of the contract, namely: a minimum of 2 (two) tanker trucks for the transport of liquid fuels, equipped with a meter for determining the exact amount of fuel unloaded, which possess ADR certificates.
