Procurement of 120 litre bins and 1 100 litre waste containers

Ministry of Environment and Physical Planning

According to the Annual Program, the Ministry of Environment and Physical Planning should announce a public procurement (Article 2 paragraph (2) of this program), and the funds will be used for the procurement of containers for collecting paper, cardboard, plastic and metal waste, i.e. procurement of blue and yellow bins of 120 l and containers of 1 100 l for all municipalities in the Republic of North Macedonia. The allocation of containers will be based on the number of the population according to the municipalities in the Republic of North Macedonia.

To prove their capability for performance of professional activity, the economic operators shall submit document:

— for registered activity as evidence that they have been registered as natural or legal person for the performance of the activity related to the subject of the contract for public procurement or evidence that they belong to appropriate professional association in accordance with the regulations of the country of registration,

Економска и финансиска состојба:

Statement of the overall income of the enterprise (data from the income statement issued by a competent authority, i.e. audited income statement), and that at most for the last three financial years for which such information is available, depending on the date on which the enterprise was founded or started with work and subject to the availability of such information.

Минимално ниво(а) на стандарди:

The economic operator must have achieved a minimum annual income of MKD 100,000,000.00 in the last three years (for 2020, 2021 and 2022).

Техничка и професионална способност:

The economic operator proves the fulfillment of the minimum conditions by submitting:

• a statement about the instruments, plants or technical equipment, which the service provider or the contractor has available for the performance of the contract, by submitting:

For at least 3 (three) transport vans with a minimum load capacity of 1000 kg:

• Proof of ownership or proof of secured access to the same in accordance with the Law on Public Procurement and Statement that the same is in use and possess the required capacity;

• A copy of driver license from which it can be determined that the vehicle has a valid registration;

For at least 3 (three) trucks with a hook for lifting/lowering a transport container of a minimum volume of 40 m³:

• Proof of ownership of proof of secured access to the same in accordance with the Law on Public Procurement and Statement that the same is in use and possess the required capacity;

For at least 2 (two) trucks with a minimum payload of 2500 kg:

• A copy of driver license from which it can be determined that the vehicle has a valid registration.

For at least 1 (one) forklift:

- a description of the technical personnel and technical authorities that will participate in the execution of the public procurement, especially those responsible for quality control, and in the case of public procurement of works, those that will be involved in the performance of the works, regardless of whether they are employed by the economic operator or not, by submitting:

• Proof of employment or appropriate proof of engagement in accordance with the current Law on Public Procurement for at least 30 employees or hired persons who will be available during the delivery of the containers and bins, for full and timely fulfillment of the obligations of the contract.

- a description of the technical conditions and measures that the economic operator uses to ensure quality as well as a description of its capacities for development and research by submitting:

• Proof of availability of adequate storage space for the containers by attaching a Property List or Lease Agreement.

- certificates and reports issued by competent quality control bodies with recognized competence, which test the suitability of the products as clearly determined by the references to the specifications and standards, by submitting:

• Certificates for 120 l bins that must be certified according to standard EN 840-1:2020 or equivalent, EN 840-5:2020 or equivalent, EN 840-6:2020 or equivalent;

• Certificates for the 1100 l containers that should be certified according to standard EN 840-2:2020 or equivalent, EN 840-5:2020 or equivalent, EN 840-6:2020 or equivalent.

Минимално ниво(а) на стандарди:

The contracting authority will determine the necessary technical and professional ability for quality execution of the contract through the following minimum conditions:

Equipment

• To have at least 3 (three) transport vans with a minimum capacity of 1000 kg

• To have at least 3 (three) trucks with a hook for lifting/lowering a transport container with a volume of at least 40m³

• To have at least 2 (two) trucks with a minimum capacity of 2500 kg

• To have at least 1 (one) forklift

Staff:

• At least 30 employees or hired persons who will be available during the delivery of the containers and bins, for full and timely fulfillment of the obligations of the contract.

Storage location:

• To have secured a suitable space of at least 2000 m² for storing the containers before their delivery.

Standards:

The 120 l bins must be certified according to standard EN 840-1:2020 or equivalent, EN 840-5:2020 or equivalent, EN 840-6:2020 or equivalent;

1100 l containers to be certified according to standard EN 840-2:2020 or equivalent, EN 840-5:2020 or equivalent, EN 840-6:2020 or equivalent.

The goods that are the subject of this procurement must have a guarantee of at least 2 (two) years from the installation. The guarantee is submitted after signing the record of quantitative and qualitative receipt of the goods.

The procurement holder is obliged to provide guaranteed availability of spare parts and service support for a minimum of 5 years.
