The element quality is determined by a number of multicentric randomized studies related to the offered stent, published in a magazine that during the year in which it was published, has been reviewed in the Current Content referential database with a single impact factor (IF) of 5 or bigger than 5, with positive results sufficient for performing clinically relevant conclusions and their application in the broad clinical practice. The publication results have to be about the offered stent or for the previous generation of that stent. In case the publication results are about the previous generation of the stent, the bidder is obliged to submit a statement verified by the manufacturer that the offered stent is an improved version of the same stent. If the studies are about a different material of the stent, if a different medicine is used with the stent, if a different kind of a polymer is used on the stent, or if there are any kinds of changes to the stent design and platform, the studies shall not be accepted. For evaluating the element quality, every single multicentric randomized study shall receive 8 points. If the total number of points calculated for the studies is more than 40, the total number of points for the element quality shall be 40, as the maximum number of points. For proving the requirements for the element quality, the economic operators shall also submit: - printed materials from the magazine in which the randomized studies are published or to provide the internet link through which the authenticity of the submitted document can be checked.

In order to qualify, the economic operator shall confirm the required technical and professional competence for fulfilling the subject agreement for public procurement via the following minimal conditions:
- offering medical devices and materials that are in accordance with the requirements in the technical specifications.
The economic operator proves the fulfillment of the minimal conditions by submitting:
- catalogues for each part of the subject of procurement must be submitted along with the offer. These catalogues shall contain a detailed description of the characteristics of the offered goods in either Macedonian or English, and those characteristics shall be clearly marked in accordance with the requirements in the technical specifications (a scanned catalogue attached on ESPP).
