In order to prove its personal condition the economic operator is obliged to submit the following documents:

- Statement of the economic operator that in the past five years it was not rendered a final judgment for participation in criminal organization, corruption, fraud or money laundering, pursuant to Article 88, paragraph 1 of PPL

- Confirmation by a competent organ that a…

… bankruptcy procedure was not opened

… liquidation procedure was not opened

- Confirmation for paid taxes, contributions and other public duties by a competent organ in the country where the economic operator was registered

- Certificate from the Registry of penalties for crimes committed by legal persons that minor penalty ban on participation in public tender procedures, awarding contracts and agreements for public-private partnership has not been imposed on him

- certificate from the Registry of penalties for crimes committed by legal persons that a minor penalty for temporary or permanent prohibition of a specific activity has not been imposed over him;

- confirmation that a final judgment - prohibition of professional activity or duty, i.e. temporary prohibition for performing professional activity has not been imposed over him.

Capacity for performing professional activity of economic operator:

-Document for registered activity: The contracting organ shall ask each economic operator to submit an evidence that it is registered as natural or legal entity for performing the activity related to the procurement subject or an evidence that it is a member of a relevant professional association in accordance to the regulation of the country where it is registered, as a condition for determining the capacity for performing professional activity. In order to prove its professional capacity the economic operator shall submit the following: - Conformation for registered activity (DRD Form) as an evidence that it is registered as natural or legal entity for performing the activity related to the subject of the public procurement contract or an evidence that is a member of a relevant professional association in accordance to the regulation of the country where it is registered. In the Republic of North Macedonia, the Central Registry of the Republic of North Macedonia is the competent authority for issuing this document.

Техничка и професионална способност:

The Bidder shall have at disposal an employee or full-time engaged technical personnel as follows: a) mechanical engineer with Authorization A for design, performance, supervision and audit, b) Minimum 3 elevator operators with minimum 3 years of working experience, c) minimum 5 elevator installers, with minimum 3 years of working experience, of whom minimum 3 shall possess welding certificates, d) mechanical engineer with welding degree.

The economic operator shall prove the meeting of the minimum conditions for the technical and professional capacity by submitting the following: 1) Statement by the Bidder that shall provide the necessary personnel with CV as evidence, 2) Statement by a mechanical engineer that he/she shall be engaged full-time working hours during the whole period of the project duration.

The Bidder shall possess License B for construction performance or it shall have concluded contract with a construction company for performance of construction activities, which has License B for construction performance. The Economic operator shall prove the meeting of the minimum conditions for its technical and professional capacity by submitting the following: License B for construction performance issued on behalf of the Bidder or on behalf of a construction company with which the Bidder has concluded a contract for business and technical cooperation.

Минимално ниво(а) на стандарди:

Quality system standards: In order to qualify as capable of performing the subject public procurement contract from the aspect of the quality system standards, the economic operator shall meet the following standards: ISO 9001:2015 or equivalent (quality management system) ISO 4500:2018 or equivalent (Health and Occupational Safety Management System) EN13015+ A1:2008 CENT/TN 10 or equivalent (Standard for elevators and escalators maintenance – maintenance rules and guidelines). The economic operator shall prove the meeting of the required quality system standards by submitting certificates for meeting the following standards: ISO 9001:2015 or equivalent (quality management system), ISO 4500:2018 or equivalent (Health and Occupational Safety Management System) EN13015+ A1:2008 CENT/TN 10 or equivalent (Standard for elevators and escalators maintenance – maintenance rules and guidelines

Environment management standards: In order to qualify as capable of performing the subject public procurement contract from the aspect of the environment management standards, the economic operator shall meet the following standard: ISO 14001:2015 or equivalent (environment management system). The economic operator shall prove the meeting of the required standard by submitting a certificate for meeting the following standard: ISO 14001:2015 or equivalent (environment management system).
