Способност за вршење на стручната дејност:

• Confirmation of registered activity as evidence of being registered as a natural or legal person for conducting activities related to the subject of procurement, or evidence of belonging to the appropriate professional association in accordance with the regulations of the country of registration.

• DRD form.

Техничка и професионална способност:

1. The economic operator must have experience in providing services related to the subject of procurement in the last 3 (three) years, with a reference list of at least 5 (five) successfully completed contracts for the delivery of services for customer support and/or maintenance and/or upgrades of information systems in the public sector where the economic operator is the procurement holder. Among these contracts, at least one must have a value of at least 10,000,000 (ten million) denars, including VAT.

2. The economic operator is required to have technical personnel, employed or engaged by the economic operator, who will be responsible for implementing the services required in the procurement. This personnel must be constantly available to the Contracting Authority and, as needed, physically present at the premises of the Contracting Authority or at other locations as specified in the technical specification, during the duration of the Contract. This includes:

3. A) One individual - Project Manager with a completed higher education degree in computer science/informatics and a minimum of 10 (ten) years of work experience in leading the development, implementation, or maintenance of complex information systems.

4. B) One individual - Technical Leader/Software Architect with a completed higher education degree in computer science/informatics and a minimum of 10 (ten) years of work experience in the design and development of complex information systems or other software solutions.

5. C) One individual - Business/System Analyst and leader of the customer support team with completed higher education and a minimum of 10 (ten) years of work experience in system and business analysis, implementation, maintenance, and support of complex information systems.

6. D) One individual - Database Specialist with a completed higher education degree in computer science/informatics and a minimum of 10 (ten) years of work experience in the development or administration of MS SQL Server databases

Минимално ниво(а) на стандарди:

1. A list of at least 5 (five) contracts completed in the last 3 (three) years for the delivery of services for customer support and/or maintenance and/or upgrades of information systems in the public sector where the economic operator is the procurement holder. Include values, dates, buyers (contracting authorities), and provide confirmation from the contracting authority or the economic operator of the quality execution of the service, with a value of at least 10,000,000 (ten million) denars, including VAT

2. Statement of Availability with a list of technical personnel participating in the implementation of the services, signed by the economic operator. This should be accompanied by copies of diplomas or certificates as evidence that individuals have relevant higher education, CVs (professional biographies) for each individual as confirmation of their relevant work experience, and a confirmation from the State Education Information System (AVRSM) not older than 40 days from the deadline for submitting bids. For engaged individuals not employed by the economic operator, documents specified in the tender documentation should be provided. Engaged individuals not employed by the economic operator should also sign a statement of availability confirming their commitment during the implementation of the procurement.

3. 5.4. Quality Management Systems, Information Security Management Systems, or Equivalent Certification

4. 5.4.1 To qualify as capable of performing the subject of the public procurement in terms of quality management systems, information security management systems, or equivalent certification issued by institutions based in European Union member countries, the economic operator must meet the following standards:

• ISO 9001:2015 or equivalent, issued by an accredited body, with certificate number, date of issue, and current validity of the certificate.

• ISO 20000-1:2011 or equivalent, issued by an accredited body, with certificate number, date of issue, and current validity of the certificate.

• ISO 27001:2013 or equivalent, issued by an accredited body, with certificate number, date of issue, and current validity of the certificate.
