5.3.1 Ability to perform professional activity

5.3.1.1 The right to participate in the proceedings shall be exercised by any economic operator who is registered as a natural or legal person for the performance of an activity related to the subject matter of procurement or belongs to a relevant professional association in accordance with the regulations of the country where he is registered.

5.3.1.2 Any economic operator who fulfils the special conditions for carrying out the activity prescribed in accordance with the law and relating to the subject matter of the procurement shall have the right to participate in the procedure.

5.3.1.3 In order to demonstrate the ability to perform professional activity, the economic operator must submit:

– Confirmation of registered activity as proof that he is registered as a natural or legal person for the performance of an activity related to the subject matter of procurement or proof that he belongs to a relevant professional association in accordance with the regulations of the country where he is registered (DRD-Model),

- Decision on the issuance of a permit for the establishment and operation of the financial lease holder issued by the competent institution (Ministry of Finance).

Техничка и професионална способност:

5.3.2.1 The necessary technical and professional ability to perform the contract quality, the contracting authority will determine it through the following minimum conditions:

- For the vehicles offered, the economic operator should have a minimum of 2 (two) services, 1 (one) of which is owned on the territory of rsm, authorized by the manufacturer of the offered vehicles.

- Detailed technical specification for the offered vehicles and catalogue (of which all technical characteristics requested in the tender documentation will be clearly and unequivocally determined)

5.3.2.2 The economic operator shall demonstrate the fulfilment of the minimum conditions of point 5.3.2.1 by delivering:

- a) a statement on the instruments, plants or technical equipment available to the service provider or contractor for the performance of the contract;

-b) in respect of the goods to be purchased:

samples, description and/or photographs of products subject to delivery, the veracity of which the economic operator is obliged to confirm if requested by the contracting authority

Note: If the service is rented to the economic operator to submit a service rental agreement for the entire duration of the contract.

5.3.2.3 The evidence referred to in point 5.3.2.2 a) is prepared and electronically signed by the economic operator itself and does not have to be certified by the competent authority.
