3.2 Economic and Financial Capacity
3.2.1 The economic operator must have achieved a minimum annual revenue of 79,000,000.00 Macedonian Denars for each of the last three years individually (2020, 2021, and 2022).
3.2.2 To prove the capability to perform professional activities, the economic operator should provide:
• A balance sheet report issued by the competent authority or a audited balance sheet, or extracts from the balance sheet report, in cases where the publication of the balance sheet is required by law in the country where the economic operator is registered.

3.3 Technical and Professional Capacity
3.3.1 To qualify as capable of performing the subject contract for public procurement from the perspective of technical or professional capacity, the economic operator must meet the following minimum requirements:
It should have or be able to provide an internet platform for the placement of digital interactive textbooks (currently an active application).
It should have completed the translation of at least three editions into all languages used in primary education (Albanian, Turkish, Bosnian, and Serbian) in the last three years (2020, 2021, 2022).
It should have completed graphic preparation, proofreading, and editing of at least five editions (textbooks in Macedonian, Albanian, Turkish, Serbian, and Bosnian) in the last three years (2020, 2021, 2022).
It should have executed at least two identical or similar services in the last three years (2020, 2021, 2022).
It should have conducted at least three training sessions for teaching staff on the use of digital technology or software.
3.5 The economic operator proves the fulfillment of the minimum requirements from point 3.4 by providing:
A declaration stating that it has or can provide an internet platform for the placement of digital interactive textbooks, along with evidence of its activity.
A declaration stating that it has completed the translation of at least three editions into all languages used in primary education (Albanian, Turkish, Bosnian, and Serbian) in the last three years (2020, 2021, 2022) with copies of the imprints of the editions.
